Common kitchen oils like olive oil are effective. Essential oils are lipophilic, meaning they love oils and fats. This is why they are drawn to the fatty/carrier oil. They are also hydrophobic, meaning they hate water. For this reason, putting water on the skin will push the essential oil further into the skin.

Susan I am in my seventies and the skin on my arms is thin and fragile. Even a small poke can lead to bleeding under the skin and a red spot that sticks around for a week or more. A drop of Helichrysum rubbed on 2x a day helps these spots clear up much more effectively than anything else I have tried. It scent is a little strange but is not strong doesn't last long enough to bother me.
